Well, if he is a perv, he might just be trying to be funny, I mean, obviously getting close and winking is something everybody can see, maybe he is trying to get his friends to laugh? I don't know, but I agree with @reallreallycool that you should tell him to back off, you aren't interested, but in a nice way of course! :D hope i helped!
