Why the heck does Loki continue to amass huge armies from other planets when he has an army of fangirls that makes up about half of the population?

That is indeed a very good question. It seems he doesn't know how powerful fangirls truly are. Or perhaps he does, and just understands that they would fight each OTHER instead of his enemies.
