Yes, if the entire world would turn off their lights you could see the Milky Way, this is includes city lights too like street lights, construction lights, ect.

If there is like no light pollution yea! Of course you can! Last year I went to the rain forest for an exotic vacation thingy and at night we saw EVERY single constellation and we saw the milky way. Of course, there where most no electric lights, no TVs, and none of that stuff. That's why we could see everything so clearly

It depends on a lot, weather (clouds etc.) where you are on earth, what time you're looking at the sky. It's hard to see the sky like this. On a good clear night you might see the stars but not much else.

You can, just not that it looks like what you normally see it as. If you look into a clear sky without the bright lights of the city, you can in fact see the Milky Way, or, in correction, the inside of the Milky Way.
Since we are technically inside the Milky Way, you can only see the inside. The wisps of cloud-like things in the night sky is the Milky Way.
