I am sure you know of the former packs, but the shader pack is quite lower end PC friendly, and does not require actual shaders to run. I could link you it if you want...or at least find the name of it...

It Is not in a pack, as I make my own minecraft skins (6 in total)...though I always use a simple shaderpack, sphax texture, sound, and 3d pack....
