Not the children, they're just innocent kids who don't know any better than what they've been taught. Maybe the adults since they know very well that children are being forced to kill each other.

No. Because then I'd be just like President Snow. Why repeat what's already happened, when you can make a better world? You can improve the world, rather than repeating the wrongdoing of your government. When you think about it, President Snow is the only one that truly deserved to go into the Games, because if anyone disobeyed him, he would kill them.
