Peeta. At the end of the book, Katniss says she doesn't need the fire of hatred, she has plenty of fire. She says she needs the dandelion of the spring, one that can sow peace.

GALE, (spoiler here) If you have read all the books, Katniss married Peeta to keep herself alive, not because she loves him, plus in district 12 after the Hunger Games (book 1) Peeta and Katniss hardly talk but Gale and Katniss go hunting together every Sunday (Gale starts working in mines)
