Which super villain is better? (I might use this in one of my stories)

Yeah, the mermaid doesn't look like a super villain lol.....sweet little though, yes!

I like all, but The phoenix and phantom empress catches my eye the most since the phoenix is fire and the phantom empress..well..sh looks pretty cool
