If we're looking at the game itself, Rhydon is the first Pokemon for it was designed first. If we're looking At it like we are in the game, Bulbasaur was the first Pokemon to be discovered, but Arceus is the first Pokemon in all of existence, he then created Mew, the first Pokemon to breed and give life. New then had many eggs with many different breeds, which See More when hatched adapted to their surroundings. This created the Pokemon we play today. But it's really how you look at it.
