If this is medieval then we can assume our enemy is armored
Let's go with the English court armor as it is the most popular and easily recognized.
Armor is composed of tightly bound metals, keeping arrows from penetrating. This rules out the bow.
And the crossbow is definitely overuleds because of the amount of time it takes to reload one (typically 40 seconds to a minute and a half)
A See More spear will break on the hilt when the head makes contact with the armor, definitely enough force to break the wooden shaft before the tip breaks through the armor.
As for swords, blades are nearly impossible to deal any damage with on an armored target, as the angles and chains deflect the blades strike.
A whip.... Well, a whip is okay if you're Hollywood physics in Indiana Jones. But they don't work as well as you'd think. They'd probably be the least effective.
A double headed axe is better, seeing as it has a lot of force to bash with, but you'd be out of breathe in a few swings.
Leaving the hand axe. This would be the most effective (still not the best) in this scenario. It has a blunt end (which is actually what you want when fighting a knight or someone of the sort). This end, with a strike to the head, rattles the helmet, and doing major head injury if not death. I'm not saying just because it's blunt though, it has the blade which is alright, and won't be deflected as easily as a sword.
Though if you want the god of all weapons that would be the most effective. A one-armed Warhammer us the best bet.

True, but the crossbow takes so much time to load that the enemy would have already made their move. In medieval times that's have to pull the bowstring back with their feet
