The best way to get more followers is creating quizzes and stories or responding awesomely to questions.But sometimes when I'm desperate and crazy I use the Fan In Fan Back method. You find someone that says they promise to follow back. First make sure it's worth it.
No quizzes, no stories? Not worth it.
So you easily follow them. This benefits you and them. If it doesn't work out right away that's ok. Sometimes it's better to hang loose on following people so easily.
