How to fix broken Power cable cord? Its far worse then the pic Not my picture, but is a problem

uuhhhh hmmm how is it broken? if it's just the casing stuff use electrical tape, if it's the wires itself then i aint saying anything cause i don't want anybody electrocuting themselves
