One thing the writer needs to try is: you must make the creep/antagonist as inhuman as possible, even if they are or are not a ghost/monster. Inhuman as in: lack of morals and lack of privacy, invading the victim's space mentally. They are being weird for a reason, so they must be as strange and uncomfortable as possible to the protagonist.
