I'd make my country neutral with wars, which would probably mean we wouldn't have much of an army, but that also means we could pay attention to other aspects. I would have no tolerance for crimes such as theft, murder, rape, etc. and would probably offer the death sentence to those who did commit crimes such as those. I'd have complete religious freedom and the like, so long as religion didn't cause See More battles and such.
