Aladdin (plot hole number one)

Why doesn't Jafar just use his staff? I mean his staff can control human beings so he made getting the lamp useless. Why didn't Jafar just use the staff to make Jasmine or to make Aladdin persuade the sultan to step down from his thrown or kill himself?
