Actually, I use an app on my iPad called Sketchbook. It's free but you can buy more advanced tools for 4 dollars. It automatically comes with a lot of textured brushes and a blender tool.

practice alot, trust me on that. I'm using photoshop which isn't the best, if you want a free program with a stabilizer option go with Fire Alpaca
