Here is the reasons Levi isn't in the SnK live action film.
There was some complaints that SnK took place in Germany, and they were using Japanese actors so because of that, the setting is in Japan.
At first, they were going to change all the names to Japanese names since they all had German names, but you know what they said? SCREW THE HARD PARTS.
The 'v' in Levi's name is a very uncommonly used symbol in Japan, and is very hard to pronounce.
So in conclusion, they're See More cutting Levi out because his name is too hard to pronounce.
